3、投标人资格要求投标人应具备的资格或业绩:对投标人的资格和业绩要求：Requirements for Qualification and reference of Bidder:？（1）资格要求？Requirements for Qualification of Bidder？A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；如果投标人为境外注册公司，需提供有效的公司登记注册证明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined？certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B.？投标人应为本次投标所投产品的制造商。如投标人为制造商同一集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。The bidder shall be the manufacturer or agent of the bidding？products.If the bidder is a wholly-owned subsidiary or holding？subsidiary of the same group as the manufacturer responsible for sales of？the bidding products, the bidder shall provide relevant evidence documents from？the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. Joint Venture: Not AcceptedD.？未领购招标文件是否可以参加投标:不可以E.？Bid without the bidding documents：NOT Allowed？（2）资质要求Qualification Requirement投标产品制造商应取得覆盖本次投标产品（18台偏心旋转阀的型号、口径和压力等级）且有效的TSX《特种设备型式试验证书》。Bidder shall provide manufacturer's ？“Special Equipment Type Test Certificate” within the validity period. The approval scope of the certificate shall covers the scope of this bidding？（mode, calibration, pressure of the 18 sets eccentric rotary valve）.？（3）业绩要求Requirement for Bidder's reference:2015年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商在境内至少具有1个应用于聚碳装置，满足单个合同供货数量不少于10台的气动偏芯旋转阀供货业绩，且此单个合同中至少1台气动偏芯旋转阀的阀体尺寸不小于12寸。From January 1st, 2015？to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bid pneumatic eccentric rotary control valve？shall hA/Ve？at least one？supply contracts？performance？of pneumatic eccentric rotary control valve？for？PC？Plant？within P.R.China, and each supply performance contract shall include at least 10？pneumatic eccentric rotary control valves, with at least one set of the body size no less than 12？inches .投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、装置名称、货物名称（偏芯旋转阀）、阀门尺寸、阀门型式（气动）、阀门数量及用户签字或盖章的到货验收材料。若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and 2) acceptance evidence of goods delivery. The？reference evidence documents furnished by？Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should hA/Ve seals from both parties, international trade contracts should hA/Ve signatures or seals from both parties), name of manufacturer, name of the plant, name of goods(Eccentric Rotary Control Valve),？valve size, valve type(pneumatic), quantity？and？acceptance evidence of goods delivery signed or sealed by the user.If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence？under the same annual agreement is considered as one valid performance.未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。？If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.是否接受联合体投标:不接受未领购招标文件是否可以参加投标:不可以4、
