中化建国际 （以下称为“招标代理机构”）受中海石油（） （以下称为“招标人”）委托，就东方13-2CEPB平台增加压缩机模块项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2CEPB Platform Additional Compressor Module by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

A.如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
B. If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）资质要求及证明文件
Requirements of Qualification of Bidder and Certificate
投标人提供的印刷电路板式换热器制造商须有《中华人民共和国特种设备生产许可证》，许可范围不低于“压力容器制造A2级”。并提供有效的特种设备型式试验证书且证书批准范围涵盖本次招标范围。投标时需提供证书原件扫描件（原件备查）并可在全国特种设备公示信息查询平台（ info-pub/pub）核实。
A. The manufacturer of PCHE provided by the bidder must hA/Ve the "Special Equipment Production License of the People's Republic of China", and the scope of the license shall not be less than "pressure vessel manufacturing A2 level". And provide a valid special equipment type test certificate, and the scope of certificate approval covers the scope of this bidding. When bidding, a scanned copy of the original certificate (the original is for future reference) and can be verified on the national special equipment publicity information query platform ( info-pub/pub).
（3）业绩要求Requirement for Bidder's reference:
2013年1月1日至投标截止日（以合同签订日期为准），投标人所投产品制造商应具有至少有两套供货业绩（热负荷值不小于11200 kW，设计压力不低于8650 kPaG和设计温度高温不低于170℃，低温不高于-3℃的技术要求。）
Since January 1, 2013 to the deadline of bids submission stipulate(subject to the date of signing the contract), the Bidder shall hA/Ve track records of at least 2 set of PCHE(each thermal duty shall not be less than 11200 kW, and the design pressure shall not be less than 8650 kPaG,design high temperature shall not be less than 170℃and low temperature shall not be more than -3℃).
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（应有双方盖章）、制造商名称、货物名称、换热器的类型、换热量、设计压力和设计温度的技术要求及到货验收材料。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、换热器的类型、换热量、设计压力和设计温度的技术要求及到货验收材料的，均视为无效业绩。
Bidders are required to submit performance forms in the prescribed format and relevant performance certification documents. Performance certification documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) proof of delivery and acceptance. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, Contract signing page (should be stamped by both parties) ，manufacturer's name, goods name, type of heat exchanger, heat exchange capacity, technical requirements for design pressure and temperature, and materials for acceptance upon arrival.Failure to submit performance certification documents, or failure to reflect the technical requirements for contract signing time, manufacturer name, goods name, heat exchanger type, heat exchange capacity, design pressure and temperature, as well as delivery acceptance materials, shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding document from 4th February, 2024 to 9th February 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
