normal style='text-indent:24.0pt;line-height:150%'>本项目是深圳能源燃气投资控股有限公司所属企业2025-2027年度PE管材、管件集中采购招标，采购时限从合同生效之日起24个月，交货地点为惠州市、潮州市、河北赵县、湖南湘乡、新疆巴州、新疆阿图什，浙江舟山六横岛。

normal style='text-indent:24.0pt;line-height:150%'>本项目的招标范围为：本次招标共分为两个标段，标段一为惠燃A区、潮燃A区、赵县、湘乡、巴州、克州、舟山PE管材、管件采购；标段二为惠燃B区、潮燃B区PE管材、管件采购。A区、B区的范围由使用单位定义。具体内容详见招标文件第八章技术规范书的有关规定并以其为准。投标人必须对所有招标内容进行投标，不允许只对部分内容投标。如有重大缺漏，将导致废标。
normal style='text-indent:24.0pt;line-height:150%'>备注：1）投标人须同时参加上述两个标段的投标，不允许只参加其中一个标段的投标；投标人应以标段为单位，分别制作并上传两个标段的投标文件（标段一及标段二的商务及技术的投标内容应一致，即商务和技术投标文件无需按标段分别制作，但须按标段分别上传，在商务和技术投标文件的封面上注明“标段一、标段二”即可，但报价投标文件则必须按照两个标段分别制作并上传），否则其投标将会被否决；

②所投管材的制造商及所投管件的授权代理商（证明文件：提供管材的《制造商声明函》原件，格式自拟，并加盖投标人电子章；提供管件的制造商出具的代理商授权函复印件，加盖投标人电子章）。

①投标人具有《中华人民共和国特种设备制造许可证》（证明文件：提供有效期内的A级《中华人民共和国特种设备制造许可证》（压力管道元件）复印件，加盖投标人电子章）；
②所投产品PE管材规格在dn50以上的监检报告（证明文件：由当地质监部门出具的针对所投类型所有规格PE管材的监检报告复印件，加盖投标人电子章）；
③所投产品管件按标准分三组检测（公称外径dn<75，公称外径75≦dn<250，公称外径250≦dn<630），每组尺寸组合理选取任一规格（证明文件：提供第三方检测报告，加盖投标人电子章）。

normal style='text-indent:24.1pt;line-height:150%'>2)投标人在购买招标文件前须在深圳能源集团电子招标投标平台完成注册登记并审核通过，投标人要为注册登记预留足够的时间，由于投标人自身原因，截至招标文件发售时间尚未完成注册登记审核，造成无法及时进行标书购买，后果由投标人自行承担。
