二、申请人的资格要求：
1.满足《中华人民共和国政府采购法》第二十二条规定;
2.落实政府采购政策需满足的资格要求： 无。
3.本项目的特定资格要求：
合同包1(医疗设备)特定资格要求如下:
（1）对于国外、境外投标人，根据该国（地区）的法律在经营所在地注册的有关证件；
（2）对于国内投标人，提供投标人的企业法人营业执照、投标人的医疗器械经营企业许可证（代理商作为投标人适用）、制造商的医疗器械生产企业许可证（国外制造商除外）（如产品具有医疗器械注册证须同时具备）；
（3）拟参加本项目的投标人应具备《中华人民共和国政府采购法》第二十二条规定的资格条件：
①具有独立承担民事责任的能力；
②具有良好的商业信誉和健全的财务会计制度；
③具有履行合同所必需的设备和专业技术能力；
④有依法缴纳税收和社会保障资金的良好记录；
⑤参加政府采购活动前三年内，在经营活动中没有重大违法记录；
⑥法律、行政法规规定的其他条件；
（4）拟参加本项目的投标人须在黑龙江省政府采购网上注册登记并备案合格；
（5）拟参加本项目的投标人所投进口产品须具有合法来源证明文件；
（6）拟参加本项目的投标人未被列入企业经营异常名录、税收违法黑名单、政府采购严重违法失信名单，以信用官方网站（http://www.creditchina.gov.cn）查询结果为准，被列入上述名单的投标人不得参加本项目；
（7）与招标人存在利害关系可能影响采购公正性的法人、其他组织或者个人，不得参加投标；单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加同一标包投标或者未划分标包的同一项目投标；集团公司中母公司与子公司不得同时参加同一标包投标或者未划分标包的同一项目投标；同一公司具有独立法人的子公司同时参加同一标包投标或者未划分标包的同一项目投标时最多不得超过两家（以登记的先后顺序为准）；
