本合同包不接受联合体投标
合同履行期限：本项目服务期限3年，服务期限内单价固定，且每年服务费均不得超出相应年度采购预算；合同每年签订后开始实施车辆拖移转运服务，直至2024年12月31日。
注：本项目采用固定单价形式，结算时以中标单位分项报价表中单价为准，按采购人实际采购数量，据实结算。

3.本项目的特定资格要求：
合同包1(西安市公-安局交通警-察支队长安大队2022～2024年清障拖车服务项目)特定资格要求如下:
（1）法定代表人直接参加投标的，须出具法定代表人身份证明及身份证；法定代表人授权代表参加投标的，须出具法定代表人授权书及授权代表身份证。自然人参加投标，须出具本人身份证。（2）供应商不得为“信用”网站（www.creditchina.gov.cn）中列入失信被执行人和重大税收违法案件当事人名单的供应商，不得为政府采购网（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单中被财政部门禁止参加政府采购活动的供应商；（3）依据财库（2020）46号《政府采购促进中小企业发展管理办法》，本项目专门面向中小企业采购。（4）本项目不接受联合体投标。
