中化建国际 （以下称为“招标代理机构”）受中海壳牌石油化工 （以下称为“招标人”）委托，就中海壳牌惠州聚碳酸酯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：中海壳牌石油化工 （以下简称“中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州聚碳酸酯项目，以实现其打造世界级、高度一体化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.
资金到位或资金来源落实情况：已落实。

3. 对投标人的资格和业绩要求：

（1）资格要求
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投标人应为本次投标所投产品的制造商或代理商；如投标人为制造商同一集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。？投标产品由制造商不同工厂生产且使用相同品牌时，予以接受。
如果投标人按照合同提供的货物不是投标人自己制造的，投标人应得到货物制造商同意其在为本次投标提供该货物的合法正式授权。投标人将被授权的货物再授权给其他投标人同时参与投标的，相关的所有投标将被拒绝。
对于从中华人民共和国关境内供货的货物，不接受代理商投标；对于从中华人民共和国关境外供货的货物，接受代理商投标。
对于投标文件中提供制造商授权书的中标候选人，中标候选人公示期间将公示其制造商授权信息。投标文件中提供制造商授权书（模板见第一册格式IV-9-4）的中标候选人应在中标候选人公示后3个工作日内将制造商授权书原件（签字或人名章或公章均须为原件，不接受扫描打印文件）送达招标人
