Tender Notice for the BESS Manzanares Supply

1. Tender Conditions
China Three Gorges Spain S.L.U. is planning to install a 6MW*2h Battery Energy Storage System (BESS) at its exiting Manzanares Solar PV plant in Spain. The Scope of this Request for Proposal (RFP) is the equipment supply for the BESS Manzanares and now is open for public bidding.
Tenderee: China Three Gorges Spain S.L.U. (CTGS).
Tendering Agent: China Three Gorges International Tendering Co., Ltd.
Project Funds: Tenderee’s own funds.
Procurement Method: International Open Competitive Bidding.
*important Note: Bidder only has one chance to submit the proposal, and all the materials shall be prepared and submitted as per the RFP requirements.
2. Project Overview and Tender Scope
2.1 Project Overview
The individual Manzanares Solar PV power plants Azuer I PV plant and Azuer II PV plant are located in Ciudad Real, a province in Spain, with installed capacities of 49.89 MWp and 39.09 MWp, respectively. They share a common step-up substation and grid connection point, with a total grid access capacity of 75 MW. The PV plants were commissioned and began generating electricity in late December 2021.
The step-up substation includes a reserved switchgear bay. The proposed site for installing the energy storage system is flat and adjacent to the substation, offering optimal conditions for deployment of battery energy storage facility. The energy storage system will be connected via a medium-voltage underground cable to the existing SET AZUER 220/30 kV substation, shared with the Azuer I solar PV plant. Additionally, the Azuer II PV plant also injects power through this substation. The SET AZUER substation connects to the Manzanares 220 kV A.I.E. collector substation (solar hub), located approximately 20 km away, via a 220 kV transmission line. From there, it links to the Spanish national grid (REE) via an existing 220 kV overhead line, terminating at the Manzanares 220 kV substation, which serves as the final Point of Interconnection (POI) to the grid.
The complete scope of work for the whole energy storage system includes system design and equipment supply, civil works, construction of internal and external access roads, fencing installation, electrical interconnections, communication and control interfaces, and installation of all required auxiliary systems, etc.
CTGS places significant importance on hybridizing BESS with the existing Manzanares Solar PV plants to conduct research on its asset value improvement and how to maximize the company’s return on investment. For the first step, CTGS will conduct a 6MW*2h BESS hybridized with Azure I PV plant as a pilot and scientific Research and Development (R&D) project to understand the key technologies, operations and income mechanism of energy storage plants in Spain. The key research points for this R&D project include: implementation of BESS demonstration project, economic analysis of hybridized BESS with PV plant, key technologies and testing & commissioning of BESS, and BESS connection with grid and its operation, etc.
This RFP focuses on the BESS equipment supply and requires the bidders (integrators) to optimize the installed power and energy capacity to comply with the following reference requirements:

2.2 Tender Scope
The scope of works for the BESS Manzanares equipment supply shall at least include the following and other relevant necessary works:
- Design, sizing and engineering of the BESS
- BESS Main Equipment Supply
- Spare Parts, consumables and Special Tools
- Factory Acceptance Test
- Transport (DDP, Incoterms 2020)
- Installation supervision
- Commissioning
- Product warranties
- Performance guarantees (capacity, power and A/Vailability)
- Maintenance under a Long Term Serves Agreement (LTSA)
- Provision of R&D assistance, including technical support, guidance, and Q&A (relevant research areas include key grid access technologies for BESS in the Spanish power system, dispatching and operational strategies for photovoltaic and energy storage power plants, and critical commissioning technologies for energy storage facilities).
The following works shall not be included in the BESS Manzanares equipment supply scope:
- Preparatory works
- Infrastructure works and construction facilities
- Grid connection
- Civil works
- Electrical equipment interconnections
- Instrumentation and control (I&C) interconnections
- Security system
The bidder's quotation or technical proposal shall also include a detailed testing and commissioning plan, specifying the proposed duration, team members, and relevant resources to be mobilized.

3. Qualification Requirements
3.1 Qualification Conditions of Bidders
Bidders shall meet the following qualification conditions:
(1) Financial requirement: the bidder shall be in good financial condition (provide the financial statements for 2021, 2022, and 2023).
(2) Performance requirements (refer to the bidder or its parent company):
A. From 1 January 2017 to the bid Submission Deadline, the bidder or its parent company shall hA/Ve BESS project-related experience and equipment supply ability, and shall hA/Ve successfully implemented no fewer than six (6) BESS projects globally (either completed or under construction, and at least including the battery room/container and the power conversion and step-up system); AND
B. From 1 January 2022 to the Bidding Submission Deadline, the bidder or its parent company shall at least hA/Ve three (3) BESS projects experience with each installed capacity over 10MWh successfully constructed and operating (based on the BESS project commissioning date and at least including the battery room/container and the power conversion and step-up system); OR from 1 January 2020 to the Bidding Submission Deadline, the bidder or its parent company shall hA/Ve cumulatively completed BESS projects with a total capacity exceeding 50 MWh (based on the BESS project commissioning date and at least including the battery room/container and the power conversion and step-up system).
(3) Local presence requirement
The bidder must maintain a sufficient local presence to support the BESS business in Spain (shall provide relevant documents demonstrating its local capabilities):
- A/Vailability of spare parts warehouse located in Spain or in neighboring countries to ensure that transportation time from the warehouse to the site can be within 10 calendar days; AND
- Local team in Spain should include professionals holding experience or certifications at least covering Battery, PCS, EMS, Commissioning and Maintenance.
4. Acquisition of Tender documents
The tender documents will be published at 12:00 p.m. on July 16, 2025 (Local Spanish time, hereinafter referred to as CET). (the same as below).
The tender documents are only A/Vailable in electronic form and are free of charge.
Potential bidders must complete registration through the China Three Gorges International ERP system on the ARIBA platform ( ad/selfRegistration),.The bidder will send the electronic bid documents to the ARIBA platform after the registration.
Bidders shall log into the ARIBA platform ( ) to download the tender documents. The ARIBA Platform User Manual for bidders is provided as an attachment to the tender documents (please refer to the Annex 0 for the user manual).
5. Submission of Bid documents
The deadline for submission of bid documents (Bidding Submission Deadline, the same below) is August 18, 2025, at 12:00 p.m. CET.
The submission of bid documents shall be made online and bid documents shall be successfully submitted to ARIBA before the Bidding Submission Deadline. The tenderee shall not accept the bid documents submitted after the Bidding Submission Deadline.
6. Bid Opening Time
Bid Opening Time: same as the Bidding Submission Deadline.
